A second suspect has been arrested and charged in connection with the 2002 death of Frank Weiss, according to police

In 2002, an unsuspecting fisherman found the body of a Texas man in Frisco near Lake Lewisville, wrapped in black bags with 50-pound sandbags taped to the legs, according to authorities.
Frank Weiss — a veteran, businessman and father who was living in Plano at the time of his death — had been shot twice in the chest with a .38 caliber gun, the medical examiner determined, NBCDFW reported.
The case went cold for years, until now.
On Friday, May 8, 2026, Keith Hart, 57, of Waxahachie, was arrested on a murder warrant attached to the 24-year-old case, the Frisco Police Department said in a statement.
Hart was taken into custody following the April 20 arrest of Lisa Honrud, 55, who was married to Weiss at the time he was found dead, the department said in an earlier statement. She was also arrested on a murder warrant connected to his killing.
According to an arrest warrant affidavit obtained by NBCDFW and The Dallas News, police noted that investigators were able to use "advancements in investigative techniques, modern technology and new information from a key witness" to obtain the warrant for Honrud's arrest.

"Investigators with the Frisco Police Department have continued to make significant progress in a 24‑year‑old cold case homicide,” the department said in the statement announcing Hart's subsequent arrest.
Investigators were able to make progress on the case due to “time, commitment and cooperation by key-witnesses,” the statement continued.

It is unclear at this time what the relationship is between Honrud and Hart.
While they await their next court dates, Frisco Police Chief David Shilson said the second arrest "moves us closer to closure for the Weiss family and our entire community. We are grateful for the continued support and will keep working until every responsible party is brought to justice.”
It is unclear whether the two have retained attorneys who can speak on their behalf.
